Making A Mark

When Mark A. Villar took the helm of the Department of Public Works and Highways (DPWH), the

government launched the Build, Build, Build program. It is by far the biggest, boldest, and most

ambitious take of the Philippine government in ramping up infrastructure in the country.

The department kept its commitment in the development and implementation of major programs and

projects that supports the national development objectives. It has completed 29,264 kilometers of

roads constructed, maintained, widened and rehabilitated; 5,950 bridges constructed, widened,

upgraded and strengthened; 150,149 classrooms were built and constructed; 133 Tatag

Imprastruktura Para Sa Kapayapan at Seguridad or TIKAS projects were completed that will help

enhance the capability and readiness of the military/police in providing an environment of peach and

security in the country; 739 COVID-19 facilities with a total of 27,302 COVID-19 beds; and 11,340

flood mitigation structures. Also, the department was able to generate 6.5 million Jobs from 2016 to



Metro Manila Skyway Stage 3

18.83-kilometer elevated expressway from Buendia, Makati City to the North Luzon Expressway in Balintawak, Quezon City. Travel time from Buendia to Balintawak was reduced from 2 hours to 15-20 minutes. Will decongest EDSA and other major roads in Metro by as much as 55,000 vehicles per day.

NLEX Harbor Link Segment 10

5.58 km expressway connecting Mc Arthur Highway and C-3. Travel time from Valenzuela City to C-3 Caloocan City was reduced from more than 1 hour to 5 minutes. Will benefit 20,000 motorists per day.

NLEX Harbor Link C3-R10 Section

2.6 km, 6-lane divided, all elevated portion of the NLEX Harbor Link from Caloocan Interchange in C3 Road, Caloocan City to Radial Road 10 – Navotas City. Travel time from Port Area to NLEX was reduced from 60 minutes to 10 minutes. Will benefit 30,000 motorists per day.

Radial Road 10 (R-10)

Widening of 4.75-kilometer section of Radial Road 10 including drainage system. Travel time between Manila and Navotas City was reduced from 1 hour to 30 minutes. In the first six months of the Duterte Administration, the right of way issues that hounded the project in the past three decades were resolved in coordination with the local government units. Out of 343 remaining Informal Settler Families (ISFs) 264 were relocated and 25 ISFs availed financial assistance.

NLEX-SLEX Connector Road

8 kilometer-4 lane elevated expressway extending the NLEX southward from the end of Segment 10 in C3 Road, Caloocan City to PUP Sta. Mesa, Manila and connecting to the Skyway Stage 3, and mostly traversing along the PNR rail track. Travel time from SLEX to NLEX will be reduced from 2 hours to 20 minutes. Will benefit 35,000 motorists per day.

Alabang-Sucat Skyway Connection and Ramp Extension

The Sucat-Alabang Skyway Extension Project is a 3-lane additional carriageway parallel to the existing viaduct alignment. The northbound expansion will start from the midpoint of Susana Heights and Mandarin Overpass and will end at the existing ramp leading to the Skyway near Sucat Interchange with a total length of 3.993 km. The southbound expansion, also a 3-lane additional carriageway, will stretch almost parallel to the northbound alignment with a total length of 3.773 km. Reduce travel time by around 50%, as motorists will be diverted from the at-grade segment of the Skyway to the elevated link for motorists who intend to go directly to and from SLEX and vice versa.

Manila Cavite Toll Expressway Project, C-5 South Link Expressway

7.70 kilometer-6 lane expressway from R-1 Expressway to SLEX/C5. Travel time from R-1 Expressway to SLEX/C5 will be reduced from 40 minutes to 10 minutes.

Mindanao Avenue Extension (Segment 2C)

3.2 kilometer-4 lane divided highway from intersection of NLEX to Gen. Luis Avenue that will connect the areas of Valenzuela, North Caloocan, Quezon City (Novaliches) and NLEX. Travel time between Quirino Highway and General Luis Road will be reduced from 1 hour and 30 minutes to 20 minutes.

Southeast Metro Manila Expressway, C-6 (Phase I)

A 32.664-kilometer toll road from Skyway/FTI in Taguig City to Batasan Complex in Quezon City. Will reduce travel time from Bicutan to Batasan from 1 hour 50 minutes to 26 minutes. Will benefit around 42,477 to 88,338 motorists per day.

Laguna Lake Highway

6.94 km - 4-Lane divided highway with 3-meter-wide bike lane, lay-by, sidewalk, U-Turn slots, slope protection, drainage system, street lights and road safety devices. Travel time from Taytay to Bicutan was reduced from 1 hour to 30 minutes.


BGC-Ortigas Center Link Road Project

Sta. Monica-Lawton Bridge: •440.029 m - 4 lane bridge across Pasig River connecting Lawton Ave. in Makati City and Sta. Monica St. in Pasig City. •362.166 m – Rehabilitation and widening of Brixton (corner Reliance St.) to Fairlane St. Lawton Ave.-Global City Viaduct. •565.317 m-2 lane viaduct structure traversing Lawton Ave. onwards to the entrance of Bonifacio Global City with on and off ramp along Lawton Avenue Travel time between Bonifacio Global City and Ortigas Central Business District was reduced to just 12 minutes.

Binondo-Intramuros Bridge

680.00 lineal meter Basket-Handle Tied Steel Arch Bridge connecting Intramuros (at Solana Street and Riverside Drive) and Binondo (at San Fernando bridge) with a viaduct structure over Estero de Binondo. About 29,992 vehicles per day will be diverted from adjacent bridges, Roxas Jr. Bridge and Jones Bridge to Binondo-Intramuros Bridge Project once completed.

Estrella-Pantaleon Bridge

The existing bridge will be replaced by pre-stressed concrete rigid frame bridge (V-shape piers) with corrugated steel webs with 4-lane concrete deck slab of approximately 506.46 lineal meters to connect Estrella Street at Makati side to Barangka Drive at Mandaluyong side. 9,438 vehicles per day will be diverted from adjacent bridges (Makati-Mandaluyong Bridge and Guadalupe Bridge) to Estrella-Pantaleon Bridge.


Metro Cebu Expressway

Construction of 68.5-kilometer expressway from Naga City to Danao City. Travel time from Naga City to Danao City will be reduced from 3 hours to 1 hour and 10 minutes.

Cebu - Cordova Link Expressway

Spanning 8.5 kilometers, CCLEX will link mainland Cebu in Cebu City to Mactan Island through the municipality of Cordova. With navigational clearance of 51 meters for shipping traffic and design speed of 80-90 kilometers per hour (kph), the toll expressway is expected to serve at least 50,000 vehicles daily.

Davao City Coastal Road

17.352-Km coastal road project which involves the construction/ opening/asphalt paving of a 23-meter wide 4-lane road (with Bicycle lane), with slope protection including the construction of 6 bridges with a total length of 1,244 linear meters. The project will start at Jct. Bago (south), Jct. Talomo, Matina Aplaya, Roxas Avenue to Sta. Ana Wharf toward R. Castillo Avenue (north). This will reduce travel time from Toril to Poblacion from 45 minutes to 15 minutes.


Tarlac-Pangasinan-La Union Expressway

89.21-km expressway from Tarlac City to Rosario, La Union. Travel time between Tarlac City and Rosario, La Union was reduced from 3.5 hours to 1 hour. This will benefit 20,000 travelers per day.

Central Luzon Link Expressway

30 kilometer-4 lane expressways from Tarlac City to Cabanatuan City, Nueva Ecija. Travel time between Tarlac City and Cabanatuan City will be reduced from 70 minutes to 20 minutes. This will benefit 11,200 motorists per day.

Cavite-Laguna Expressway

44.58 km expressway connecting CAVITEX in Kawit, Cavite and SLEX-Mamplasan interchange in Biñan, Laguna. This will reduce travel time between CAVITEX and SLEX from 1 hour and 30 minutes to 45 minutes.

South Luzon Expressway – TR4

66.74 kms toll road from Sto. Tomas, Batangas to Tayabas/Lucena City, Quezon. Travel time from Sto. Tomas, Batangas to Lucena, Quezon will be reduced from 4 hours to 1 hour. This will benefit 17,000 travelers per day


Design-Build for the Construction of Panguil Bay Bridge

3.169 km Bridge that will connect the City of Tangub in Misamis Occidental to the Municipality of Tubod in Lanao del Norte. Once completed, it will only take 7 minutes to reach Tubod Municipality in Lanao Del Norte from Tangub City in Misamis Occidental using the bridge, compared to the 2.5 hours it would take via the 100-km route Tangub-Molave-Tubod Road or via Tangub-Kapatagan-Tubod Road.

Bataan-Cavite Interlink Bridge

The project involves the construction of a 32.15 km, four (4) lane bridge starting from Barangay Alas-asin in Mariveles, Bataan, crossing Manila Bay and terminating in Barangay Timalan, Naic, Cavite. It also involves construction of two (2) navigation bridges – the North Channel Bridge and South Channel Bridge w/ main spans of 400 meters and 900 meters, respectively. Travel time between Bataan and Cavite will be reduced from nearly 5 hours to less than 2 hours.


Apayao-Ilocos Norte Road, Apayao

The project involves the construction/opening of 65.58-kilometer road with 12 bridges (a total of 1078 lineal meters). Travel time from Kabugao to Laoag City and Calanasan with a duration of 6 hours and 30 minutes via a lengthy 200 km route along Maharlika Highway will be reduced to just 3 hours and 30 minutes via Apayao-Ilocos Norte Road.

Urdaneta City By-Pass Road

7.17 km by-pass road that starts at the junction of MNR at Km 180+130 in Brgy. Nancayasan and terminating at MNR junction Km 187+303.818 of Brgy. Anonas. The alignment traverses generally on flat and rolling terrain and crosses two (2) major road intersections along Urdaneta-Dagupan Road and Urdaneta-Manaoag Provincial Road. It will reduce travel time from Villasis town proper to Binalonan from 1 hour to 30 minutes.

Candon City By-Pass Road

Construction of a 4 lane - 7.3191 km by-pass road that traverses on the Eastern side of the City including construction of Oaig Daya Bridge (30 lm), installation of road signages & pavement markings, and construction of four (4) waiting sheds. Travel time from Sta. Lucia, Ilocos Sur to Santiago, Ilocos Sur was reduced from 40 minutes to 20 minutes. This will benefit 13,061 motorists per day.

Bauang-San Fernando-San Juan By-Pass Road (San Fernando City-San Juan Section)

8.72-kilometer road from Jct San Fernando-Bagulin Road, Camansi, San Fernando to Jct MNR, Taboc, San Juan Will decongest section of the Manila North Road along San Fernando City and San Juan. Travel Time between Jct. MNR, K0266+800 passing thru San Fernando Bypass Road leading to Jct San Fernando-Bagulin Road, Camansi, San Fernando to Jct MNR, Taboc, San Juan will be reduced from 30 minutes to 15 minutes.

Pigalo Bridge, Angadanan, Isabela

Construction of 450 meters bridge including 500 meters approaches with 9 piers (2-2.50m diameter) and 2 abutments (2-1.60m diameter) with drainage structures and embankment protections. Travel time between the two municipalities will be reduced from 30 minutes boat ride to 2 minutes travel time after completion of the project and it will benefit 10,000 travelers per day.

Abusag Bridge, Baggao, Cagayan

Construction of 511 meters bridge including 649.863 meters approaches with 16 piers (2-2.20m diameter) and 2 abutments (2-2.20m diameter) with drainage structures and slope protection structures. Travel time between Tuguegarao City, Cagayan and Baggao, Cagayan will be reduced from 2 hours and 30 minutes to 1 hour and 30 minutes. This will benefit 15,000 travelers per day.

Pulilan-Baliuag Diversion Road, Bulacan

The 9.6 kilometer 4-lane bypass road will divert traffic flow from the congested Pulilan-Calumpit Road-Daang Maharlika intersection by providing an alternate route connecting Pulilan-Calumpit Road (near NLEX exit) to Daang Maharlika (Baliuag section). The road project will reduce the travel time from 1 hour to 30 minutes.

Sariaya By-Pass Road

7.42-kilometer road that starts at MSR Daang Maharlika Road and ends at Quezon Eco-tourism Road. It includes construction of 4-Lane Concrete Road and Four (4) 2-Lane Concrete Bridges. The project aims to decongest traffic in the town proper of Sariaya by 70%. Vehicles going to and from Lucena City to Bicol Region and Manila need not pass through the town of Sariaya thereby reducing travel time by 20-45 minutes during peak hours.

Flood Risk Management Project for Imus River

Construction of two (2) off-site Retarding Basins along Imus River and Bacoor River located in Brgy. BuhaynaTubig and Brgy. Anabu.

Sorsogon City Coastal By-Pass Road

5.66 Km. 4-lane road, including rock causeway and construction of three (3) 4-lane bridges (110.70 lin.m.) and construction of 0.14 Km. access roads. It is located at Brgys. Pangpang, Tugos, Cambulaga, Talisay, Sirangan, Sampaloc, and Balogo, Sorsogon City. This bypass road will commence at Jct. Daang Maharlika, K0577+000 at right lane side and will end at the existing transport terminal in Sorsogon City. Travel time will be reduced by as much as 43 minutes.

Camalig By-Pass Road, Albay

3.5067 km. road with shoulder, reinforced concrete lined canal, solar lights and installation of road/traffic signages. Also includes the construction of reinforced concrete box culvert and installation of reinforced concrete pipe culverts on various locations. Aims to provide safe, convenient and faster access road for tourists and other road users without passing through the town proper of Camalig and will decongest the heavy traffic during rush hour. The project offers a panoramic view of the Majestic Mayon Volcano.

Kalibo Bridge III, Aklan

The bridge will complete the 15.81 km Kalibo Circumferential Road and primarily aimed to provide an alternate route from Aklan West Road, passing the Municipality of Lezo and by-passing the Municipality of Numancia that would decongest Kalibo Proper especially during the famous Ati-Atihan Festival. This will reduce travel time from Kalibo City to Caticlan from 75 mins to 60 mins.

Bacolod-Negros Occidental Economic Highway

The 49.82-km project involves the opening, concreting, widening of 38.763 km road, construction of 10 new bridges, provision of slope protection works, and the improvement of the existing 11.149 km road and 6 bridges. The project starts at Brgy. Sum-ag along Bacolod South Road and ends at Victorias City. Travel time from the Southern Negros (Sum ag) and Northern Negros (Victorias City) to Bacolod-Silay Airport will be reduced approximately by 25 and 40 minutes respectively; overall benefitting an average of 20,000 travelers per day.

Samar Pacific Coastal Road

Construction/Improvement of 18.647 km. road with existing PCCP exception of 7.04 km. and construction of three (3) bridges (Total Br. Length = 261 m.). Simora Bridge = 161 m, Jangtud 1 Bridge = 31 m, Jangtud 2 Bridge = 69 m The Project is envisioned to link the so called “Pacific Towns”. Its completion would complement and eventually establish a circumferential road loop of Samar Island.

Programme for the Support to Rehabilitation and Reconstruction of Marawi City and Its Surrounding Areas

Reconstruction/ Rehabilitation of Marawi Transcentral Road consisting of three (3) contract packages CP-1A (9.41 km), CP-1B (5.45 km), and CP-2 (4.11 km) with a total Length of 18.97 km including the Project Management Contract (Detailed Engineering Design of Contract Package 3 – Phase III Transcentral Roads, consisting of 13 road sections with a total length of 18.78 km.

Improving Growth Corridors in Mindanao Road Sector Project

Composed of seven (7) road subprojects with a total gross length of 230.22 km (with exceptions) and Guicam Bridge with a length of 540.8 L.M. all located in Zamboanga Peninsula and three (3) bridges with a total length of 1,790.6 L.M. (including approach road) located in Tawi-Tawi Province.

Sindangan-Bayog-Lakewood Road

The road has a total length of 79.346 kilometers which begins at National Road Junction Dipolog-Sindangan-Liloy Road of Zamboanga del Norte and ends at Jct. Tubod - Lakewood Road of Zamboanga del Sur. Currently, there is no direct link between Zamboanga del Norte 2nd LD and Zamboanga del Sur 2nd LD. After the completion of this project, the travel time of 6 hours between the two (2) provinces will be reduced to about 2 hours.

Cagayan De Oro Coastal Road

Gusa – Igpit Section is a 4-Lane concrete pavement highway of about 17.80 Km in length with a 20.00m wide RROW limit. It serves as a by-pass road starting from Brgy. Gusa of the City’s 2nd LD all the way to Brgy. Igpit, Opol in Misamis Oriental. Travel time will be reduced from the 1 hour to 20 mins. due to smooth flow of traffic and reduced travel cost by 30%.

Surallah-Tboli-San Jose (General Santos City)

The of 66.69-kilometer road opening and upgrading of Surallah-Tboli-San Jose Road aims to connect neighboring municipalities of South Cotabato to the commercial centers and sea/airports of General Santos City. It will serve as an alternate route to General Santos City which will reduce the 2-hour travel time by 45 minutes. The road network will significantly boost the economy and agri-tourism since products and services will be transported faster and easier at lesser transportation cost.

Dapa Port –Consuelo-Corazon-Sta. Cruz-Sta. Fe-Libertad-Cabitoonan-Catangnan-Gen. Luna Road, Siargao Island, Sur igao del Norte

Construction of 348.8 l.m. Catangnan – Cabitoonan Bridge. Construction of 75.8 l.m. Libertad Bridge 1 and 36.8 l.m. Libertad Bridge 2 Road upgrading / concreting of 11.847 Km road with with provision of drainage and slope protection structures/facilities with road safety devices. Enhances the accessibility and mobility of tourists/people, goods and services in the Country’s world-renowned Surfing Capital.


DPWH construction of quarantine facilities all over the country made up for the shortage of hospital beds because of COVID-19 outbreak.


Based on the latest monitoring report submitted by the DPWH Task Force to Facilitate Augmentation of Local and National Health Facilities organized by former Secretary and Isolation Czar Mark A. Villar, there were 739 Covid-19 facilities consists of quarantine/isolation facilities and off-site dormitories with a total capacity of 27,302 beds built by DPWH nationwide. The added bed capacity for isolation and quarantine will be a big boost to the government’s effort in containing the COVID-19 pandemic.
